The Gap Between Believing in Students and Showing It
A principal I'll call Maria had a problem she couldn't quite name. Her teachers were extremely hardworking, and they talked about believing in every student. They'd sat through equity training, nodded at the right moments, and genuinely meant what they said. But when Maria began conducting focused walkthroughs and closely observing how teachers interacted with students, she noticed something that bothered her. The students who got called on most were the ones who already had their hands up. The tasks assigned to struggling learners were simpler. Questions got answered by the teacher before students had time to think. Feedback amounted to "good job" or a grade.
Her teachers believed in their students. They just weren't showing it in ways students could feel.
This is the gap that matters most in instructional leadership, and it's harder to close than most professional learning acknowledges. Belief is internal. Students can't see it. What they can see, what actually shapes their academic identity and their performance, is the observable teacher behavior.
Two Cycles. One Choice.
Before we talk about specific behaviors, it helps to understand what's actually at stake.
Research on teacher expectations has identified two self-reinforcing patterns that play out in schools every day. In the first, teachers hold high expectations for students, which leads to high-level assignments and rigorous instruction, which produces higher academic results, which reinforces the belief that these students can achieve.

The four behaviors that demonstrate high expectations don't just improve individual lessons, they set a self-reinforcing cycle in motion.
Rosenthal and Jacobson (1968) first documented this dynamic, now called the Pygmalion Effect, when they found that students randomly identified to teachers as "academic bloomers" made significantly greater gains than their peers. The only variable that changed was what teachers believed, and that belief showed up in how they taught.
The second pattern runs in the opposite direction. Teachers hold low expectations, which produce simplified assignments and passive instruction, yielding poor results that confirm the original low expectations.
Researchers refer to this as the Golem Effect, the dark mirror of the Pygmalion Effect. Students in this cycle don't fail because they lack ability. They fail because the system around them has been quietly designed for their failure.

The Golem Effect rarely looks like low expectations. It looks like simplified assignments, shortened wait time, and students who learned not to raise their hand.
What makes both cycles so powerful, and so difficult to interrupt, is that they are largely invisible to the people inside them. Teachers in the low-expectation cycle typically don't see themselves that way. They believe they are being realistic, supportive, or meeting students where they are. The cycle perpetuates itself not through malice but through habit, through the accumulated weight of daily instructional decisions that no one has named or examined.
The Four Behaviors That Make the Difference
Extensive research has identified four specific teacher behaviors that communicate and reinforce high expectations. These are observable, coachable, and measurable and interact as a system. When present together, they create the conditions for the high-achievement cycle. When absent, they quietly sustain the low-achievement one.
Behavior One: The Level of Challenge You Assign
Simplifying content feels like support. But from the student's perspective, receiving a watered-down assignment sends a clear message: I don't think you can handle the real thing.
Jere Brophy's longitudinal research found that students consistently exposed to lower expectations develop what he described as a self-sustaining cycle of underachievement, not because of ability, but because the academic experiences they're given don't require them to develop the skills that lead to growth. The expectation of failure becomes a design feature of their schooling.
The most compelling updated evidence comes from Christine Rubie-Davies at the University of Auckland, whose randomized controlled trial published in Contemporary Educational Psychology (2015) produced a striking finding: students with high-expectation teachers showed achievement gains of d=1.05 over one academic year, while students with low-expectation teachers gained only d=0.05. That's not a small difference in instructional approach, it's a near-complete divergence in academic trajectory, produced in a single school year, driven by the level of challenge and the quality of learning opportunities teachers provided.
High-expectation teaching doesn't mean removing support. It means maintaining the rigor while changing what support looks like. The question isn't "Is this task too hard for this student?" It's "What scaffolding does this student need to engage with a task that's worth doing?"
For principals, challenge level shows up concretely in student work analysis. When you look at what students in a given classroom are actually being asked to produce, you can see the expectation embedded in the assignment itself, often more clearly than you can see it during a lesson observation.
Behavior Two: How Long You Wait
Mary Budd Rowe's 1974 research on wait time is one of the most replicable findings in classroom instruction. She discovered that the average teacher waits less than one second after asking a question before either calling on someone or answering it themselves. When she worked with teachers to extend that pause to three to five seconds, the results were striking: student responses became longer and more complex, participation broadened, students built on each other's thinking, and academic confidence increased.
Fifty years later, those findings hold up. A 2024 systematic review by Shiau, McWilliams, and Williams, published in a peer-reviewed journal and drawing on decades of accumulated classroom research, confirmed that extending wait time beyond three seconds produces significant changes in both student and teacher behavior. Students engage more actively, offer higher-quality responses, demonstrate more speculative and evidence-based thinking, and show measurable gains in academic achievement. The same review identified an important nuance:
For simple recall tasks, the effect is more modest, meaning the behavior matters most precisely when the cognitive demand is highest, which reinforces the connection between challenge and wait time as paired practices.
Three to five seconds sounds trivial until you try it in front of a room full of students and feel the social pressure to fill the silence. That discomfort is worth examining. Research by Sadker and Sadker found that teachers unconsciously provide less wait time to students of color and students from lower socioeconomic backgrounds, essentially making a split-second judgment that those students are less likely to have something worth hearing. The Golem Effect doesn't require conscious bias. It can operate entirely through a one-second pause.
Sustained wait time sends a different message. It says: I asked you this question because I believe you can answer it. I'm going to give you the time you need.
Principals can make this visible by simply counting during walkthroughs. Most teachers are genuinely surprised when they learn their actual wait time, and that surprise opens real reflection.
Behavior Three: The Quality of Feedback You Give
John Hattie and Helen Timperley's 2007 meta-analysis identified feedback as one of the highest-leverage interventions in education, with an effect size of d=0.79. To put that in context, class size reduction, a reform that costs billions of dollars and dominates political debate, has an effect size of approximately 0.21. Feedback, implemented well, produces roughly four times the impact at a fraction of the cost.
Dylan Wiliam, whose updated research in Embedded Formative Assessment (2nd edition) extends and sharpens Hattie's findings, draws a distinction that changes how we think about feedback entirely:
Information that is intended to be helpful but can't be acted on isn't feedback; it's noise. Wiliam's research demonstrated that effective formative assessment practices can effectively double the speed of student learning, but only when feedback closes the loop between where the student is and where they need to go, with enough specificity that the student knows what to do next.
"Good job" communicates approval. It doesn't communicate expectation.
"You identified the main idea accurately. Now look at the second paragraph, what evidence could you use to push your argument further?" communicates that there's more to do, that you believe the student can do it, and that you're invested in helping them get there.
The difference between those two responses, multiplied across a school year, is significant. And it's visible in classroom culture, in whether students ask clarifying questions, revise their work, take intellectual risks, or simply produce something and wait to be told if it was good enough.
Behavior Four: Who Gets to Participate
In classrooms where expectations are low, participation follows a predictable pattern. The same five or six students answer most questions. Others learn quickly that waiting long enough means someone else will do the thinking. Passive observation becomes the default.
Good and Brophy's research found that high-achieving classrooms have dramatically more student responses per lesson than low-achieving ones. When participation is equitable, the intellectual work is distributed rather than concentrated.
A 2025 peer-reviewed intervention study published in Learning and Instruction tested this directly. Researchers implemented a professional development program focused specifically on equitable participation, defined as distributing opportunities for all students to speak and contribute, across twelve classrooms. The intervention classes showed significant increases in student talk time and a meaningful reduction in participation dominated by a small group of students. The researchers concluded that equitable participation (Collaborative Pairs) is not just a fairness goal; it is an accelerator of learning outcomes.
Strategies like numbered heads, think-pair-share, and pairs checking aren't merely engagement techniques. They are expectation signals. They tell students: Your thinking is required here, not optional.
This is also where classroom practice becomes a leadership challenge. A single teacher can create an equitable participation environment in their room, but if students spend the rest of their day in classrooms where passive observation is the norm, the cumulative message undermines the effort.
Principals who want to shift expectation culture have to look at patterns across classrooms, not just individual teacher performance.
Why These Four Behaviors Form a System
It would be tempting to read this as a checklist, four things teachers should do more of. But that framing misses something important.
These behaviors interact.
- A teacher who increases challenge but doesn't give wait time creates frustration rather than growth.
- A teacher who gives feedback but doesn't expand participation concentrates growth in a few students.
- A teacher who increases response opportunities without raising the cognitive demand of the questions being asked generates activity, not learning.
What makes high-expectation teaching powerful is when these behaviors work together consistently, when every student experiences rigor, has time to think, receives guidance on how to improve, and knows their participation is expected. Over time, that
environment doesn't just produce better outcomes, it changes what students believe about themselves as learners. That's the Pygmalion Effect operating at full strength, not as something that happens to students, but as a culture that educators deliberately build.
When It Becomes a School-Wide Force
Individual teachers can create high-expectation classrooms. But the research suggests that something far more powerful happens when high expectations become a collective belief, when an entire faculty shares the conviction that they, together, can make a difference for every student.
Jenni Donohoo's research on Collective Teacher Efficacy (2018) found that when this shared belief is present in a school, teachers communicate high expectations more consistently, implement high-yield instructional strategies more reliably, and persist through difficulty with greater resolve. John Hattie's Visible Learning database places Collective Teacher Efficacy at an effect size of 1.57, nearly double the effect size of feedback, and more than three times the effect of socioeconomic status on student achievement. It is, by the available evidence, the most powerful force in school improvement.
The connection to the four behaviors is direct. When teachers share a belief that they can impact student learning, the four behaviors stop being an individual teacher's choice and become a school-wide norm. High-expectation teaching is no longer something some teachers do. It's what teaching looks like here.
That shift happens through a strong connection between professional learning and leaders' creation of the conditions for teachers to see their collective impact, through collaborative data review, peer observation, shared analysis of student work, and consistent instructional coaching that names and reinforces the behaviors that drive the high-achievement cycle.
How Maria Learned What to Do Differently
Maria did not arrive at these insights by simply deciding her teachers needed higher expectations. She learned what to look for through focused classroom observations and coaching conversations, which helped her connect what she saw to specific instructional behaviors.
Working with a Learning-Focused Coach, she began to look beyond whether a lesson appeared engaging or well managed. We talked about what students were actually experiencing: Who was being asked the challenging questions? Who was given time to think? What kind of feedback did students receive? Who was expected to participate?
Those observations gave Maria something concrete to work with.
Instead of telling teachers, “We need higher expectations,” she could point to the daily decisions that were communicating those expectations, often without teachers realizing it. She started asking a simple question after observations:
Who in this room did not get a chance to think today?

That is the power of focused instructional leadership. Leaders do not need another broad initiative about believing in students. They need a clear lens for observing instruction, a way to interpret what they see, and coaching conversations that help teachers turn evidence into action.
The four behaviors, challenge, wait time, feedback, and response opportunities, give leaders that lens. Each one is observable. Each one can be coached. And each one either feeds the high-achievement cycle or quietly sustains the low one.
